To replace flashing around the vent pipe first remove the shingles covering the flange at the back and sides.
Position a new vent pipe flashing over the vent push it down into place and nail where shingles will cover it.

A properly flashed roof valley should have an ice and water shield installed with roofing felt being properly secured over the ice and water.
Cut each side of the flashing at the lower end to conform with the corresponding edges of the roof using sheet metal.
Then install a non corrosive metal valley flashing of 24 minimum width.
Apply an approximately 3 inch.
Lap successive sheets of metal flashing a minimum of 12 inches and seal laps.
With underlayment and flashing installed apply shingles up to one side of the flashing.
Install an underlayment centered in the roof valley.
Make sure to cover the gap at the bottom of the raised ridge.
Pull or cut off any nails.
Do not drive nails into the flashing.
If the ice and water shield is missing then you will have to remove the shingles on both sides along the valley put ice and water shield in place and re shingle the roof.
Cut the bottom edge and fold it down over the drip edge.
To splice the pieces add roofing cement to the lower piece and install the upper piece with at least a six inch.
Caulk any openings left and made by the flashing process with a suitable sealant then dust the flashing once it is dry and paint over with granule paint available at hardware stores of your desire.
